Where /h is the Hush code, g specifies just guests, 10s is the time in seconds (maximum of 300 seconds is allowed) to hush, QUIET PLEASE! is the message.

Options to silence just some users:
g for guests
m for members
d for mods

Xat’s next power release, tested on the Help chat some 4 hours ago, will be called “Hush”. With Hush users would be able to gag an entire chat instantly; perfect for those instances where a main owner needed to take control of a chat box and make an announcement.

Details are sketchy at the moment, but we do know that the hush power will allow main owners to globally “hush” or silence all users in their chat.

Still unconfirmed, Hush may also allow a sort of “tiered hushing”. That is, you may be able to selectively hush just guests, just guests and members, just guests, members, and moderators, etc...
